Legendary Pokémon have become a staple of the Pokémon games. As such, Pokémon Heart Gold & Pokémon Soul Silver have a massive variety of Legendary Pokémon available within them. This page details all the legendary Pokémon and how you can get them.
Stationary Legendary Pokémon
The first type of Legendary Pokémon we are covering here are the Stationary Legends. These Pokémon are the Pokémon you are able to find just standing around in their various areas. These Pokémon will also come back if you knock them out and then defeat the Elite Four so you have multiple chances to obtain them.
#249 Lugia Lugia is the Diving Pokémon and the star Pokémon of Pokémon Soul Silver. As such, the way you discover it in Soul Silver is through obtaining the Silver Feather after beating Team Rocket and defeating the Kimono Girls. With this, when you go to Whirl Islands and get to the bottom, you will encounter Lugia at Level 45. If you are playing Heart Gold, Lugia is also obtainable at the Whirl Islands, but you need to obtain the Silver Feather from a person in Pewter City. Once you have it, you can go to the bottom of Whirl Islands and Lugia will be there, this time at Level 70.

#250 Ho-Oh Ho-Oh is the Pheonix Pokémon and the star Pokémon of Pokémon Heart Gold. As such, the way you discover it in Heart Gold is through obtaining the Rainbow Wing after beating Team Rocket and defeating the Kimono Girls. With this, when you go to the Bell Tower in Ecruteak City and climb to the top, you will encounter Ho-Oh at Level 45. If you are playing Soul Silver, Ho-Oh is also obtainable at the Bell Tower, but you need to obtain the Rainbow Wing from a person in Pewter City. #245 Suicune Suicune is somewhat different to the other Legendary Beasts in that it does not roam Johto in the manner Entei & Raikou do. Instead, it is a stationary legendary. However, before you can get it, you must chase it around. At some points in the game, you will meet Eusine and he will follow you as he is also tracking Suicune. Suicune, like Entei & Raikou is released into Johto when you access the basement of the Brass Tower. Suicune is seen in the following places and you must follow it if you wish to capture it. First, it will be found in the north of Cianwood City. After you encounter it there, you will shortly find it outside the entrance of Mt. Mortar in Route 42. Once you find it here, it will leave Johto and head to Kanto where you will see it in Vermillion City soon after you arrive. Next you will see it in Route 14 where it will escape for the final time to be found outside Bill's House in Route 25 after Misty has returned to her gym. This is where you battle Suicune. If you defeat it and don't capture it, it will re-appear at the Burnt Tower when you beat the Elite Four

#144 Articuno Articuno is one of the legendary birds of Kanto. Unlike in Gold & Silver, Articuno is obtainable in the wild in Pokémon Heart Gold & Soul Silver after you earn all 16 badges. Following on from its location in Fire Red & Leaf Green, Articuno can now be found deep within the Seafoam Islands. It is at the higher level of Level 50 so be prepared

#146 Moltres Moltres is one of the legendary birds of Kanto. Like Articuno & Zapdos, it is now obtainable in the wild in Pokémon Heart Gold & Soul Silver after you earn all 16 badges. However, unlike the other two birds, Moltres is found in a completely different place. In these games, Moltres will be found within the Silver Cave, on the boundaries of Johto & Kanto. #150 Mewtwo As with FireRed & LeafGreen, after you have earned all the Kanto badges, you will gain access to the Cerulean Cave. Deep within the cave, like in FireRed & LeafGreen, you will find Mewtwo. It is at Level 70 so be sure to bring your strongest Pokémon.

#382 Kyogre & #383 Groudon Kyogre & Groudon are both available within this game. To access them, you need to obtain the Blue Orb if in Heart Gold or the Red Orb if in Soul Silver. These orbs are found from Mr. Pokémon after you have obtained the National Dex and received the Kanto starters from Professor Oak. With these orbs in hand, you need to head to a cave in Route 47, the Embedded Tower. Traverse the cave and you will find Kyogre if you're playing Heart Gold or Groudon if you are playing Soul Silver. They are at Level 50 so be prepared. Unlike Lugia & Ho-Oh, you cannot get both Pokémon in one game so you'll have to trade to get both.

#384 Rayquaza Rayquaza is a legendary Pokémon whom you'll have the most trouble getting. To get Rayquaza, you have to take the Jade Orb to the same cave you obtained Kyogre or Groudon within. However, to get the Jade Orb, you need to have both Kyogre & Groudon. This includes the one you captured in your game and one you obtained in a trade, but captured within the Heart Gold or Soul Silver game only. Once you have these two Pokémon, go to Professor Oak and show them to him. He will give you the Jade Orb. With it, just go to the Embedded Tower and Rayquaza will appear

#483 Dialga, #484 Palkia, #487 Giratina If you bring over the special Arceus given away for the 12th movie, you will unlock Dialga, Palkia or Giratina. This is done by going to the Sinjoh Ruins, hidden somewhere in Johto with Arceus on your team. You will encounter Cynthia who will tell you that Arceus has the ability of creating certain Pokémon. These Pokémon are Dialga, Palkia & Giratina. You have a choice of the Pokémon you can create but you can only create one so choose wisely. However, in addition to that, you can do this event twice. Once with the event Arceus and once with an Arceus obtained at the Hall of Origin in Sinnoh. They are at Level 1 and are holding their respective orbs so you won't have to worry about their strengths.

#380 Latias & #381 Latios - WiFi Event If you have downloaded the Enigma Stone WiFi Event, you can take the Enigma Stone to the Pewter City Museum. When there, you will meet Steven Stone and he will tell you about the Enigma Stone, give it to the attendant and it is found to be the legendary Soul Dew item. Once you receive the item and leave the Museum, Steven will stop you and tell you that Latios or Latias (depending on your game; Latios in HeartGold & Latias in SoulSilver) have arrived angrily. They will sit in Pewter City and you can challenge them. They are at Level 40.

Roaming Legendary Pokémon
The second type of Legendary Pokémon we are covering here are the Roaming Legends. These Pokémon are the Pokémon that, once released, will be roaming the wild areas of the regions. In Heart Gold & Soul Silver, you have the ability to track their location via the PokéGear's Map card. The best idea is to get to a route which connects to another route and walk between them until any of the Pokémon. To get them to definitely appear, you should have a Pokémon one level lower than the Roamer and above the levels of the usual wild Pokémon and use Repel so only it comes. The first thing the Pokémon does is flee so you should use a Pokémon with a move or ability that prevents Pokémon from fleeing.

#243 Raikou Raikou is one of the first Roaming Pokémon that you will meet. When you enter the basement of the Brass Tower, it, along with Entei & Suicune, will quickly leave the area. From here, it is roaming the land of Johto. It is at Level 40 so be prepared.

When you have obtained the National Pokédex and have exited the Pokémon Fan Club in Vermillion City, Steven Stone of Hoenn will come and tell you that one of them is roaming the land of Kanto. The Pokémon in particular is dependant on your game; Latias in HeartGold & Latios in SoulSilver. Following the same tactics as before, you should be able to narrow them down. They are at Level 35 so be prepared.
